own
quarters and be resident, at
Kowloon, his salary will be a guinea a day
and no allowances
of any description, and his engagement
is only temporary, and liable to be discontinued
at any moment without notice.
Mr Williams will receive his instructions from you,
and will make periodical reports for submission to His Excellency the
Governor through this Department.
You will have the goodness to communicate with Lieutenant Williams
and give that Officer a copy of this letter.
