In reply to Mr. Cleverly's letter covering his Report on the Kowloon District (No 19 of 20th instant in continuation of No 17 of 4th ultimo), I am to convey His Excellency's approval of that Report except in the particulars following:
With reference to the arrangement proposed fourth in Order, His Excellency decides that the rental should be the same as that paid formerly to the Chinese Government, which ought to be easily ascertained:
