The minor details, such as the introduction of silt boxes, water traps or doors must be a question for consideration at a later period from the present time, as it is very remote.

9. Sea Walls - These in the formation of the Praya by the Tenants. I am of the opinion that they should not be arranged as at present in Victoria, for the utmost inconvenience and much bad work has resulted from so many persons having control of the erection, which was carried on at different times, and under different Contractors, and different Conditions as regards tides, has been found in practice impossible to supervise efficiently.

Just as the erection of private houses constantly upon it could not be supervised so efficiently as it might have been had it been a specific public duty with overseers of the Departments upon it daily. I therefore propose that in the formation of this New Praya it should be executed by Departments, each tenant being charged his share of the work, that a special overseer be appointed to take charge of it, and remain in charge of the work during its execution, such Overseer's wages being paid by the tenants pro-rata according to the estimated time the work will be in progress - if it...
