are but few Engineering difficulties to be encountered in comparison with those in Hong Kong - the even surface of the Country is fair, the lines of Road worked on and easily, and the drainage for Road purposes on the East side simple in Character, and consequently the whole will be inexpensive, a few small Bridges will be required at various levels to the W. extremity, and in regard The Character of the Country will enable the Engineer to decide upon these almost - without the aid of levelling except in that portion specially to be devoted to a regularly built Town as shewn on Plan 277, obtaining an effective gradient for the Public Sewers, and discharge of Rain water, both superficially and underground when the area proposed for the Marine Site is filled in or reclaimed marked on Plan. I have at my Office Plans the several levels I think it desirable to adopt for house drainage this service.. however never one.

In regard to an important feature in the grounds must not be overlooked, the absence of any running Stream which may be arranged to assist in the flushing of Sewers, and in consequence of this absence of any running water, on my Plan 102, there is no necessity for the construction of such large Culverts as I have been obliged to construct in Victoria at the summits of the Roads for the purpose of ~ any collection of such to be provided for.
