for the best Land, and as Leases will be given for it for farm purposes, should it be required for building either for extension of the Kowloon New Town, or for the establishment or the~ of enlarged Villages - it should be competent, for the Government only, to purchase at a defined rate to be stated in the Lease.

I have shewn on the plan the several Roads I propose, and in the adjustment of boundaries, or defining of any arbitrary line, advantage should be taken of the Road as a centre base to work from, with this object boundary stones forming a line for &, and when it is decided that the work are registered in due form.

5th With regard to the Several Villages. These I have had surveyed and plotted to a Scale of 50 ft to 1 inch so that Leases may be given for these and the boundaries accurately defined- and a Registry effected without any difficulty. The Several houses may be numbered by the Police, previous to the adjustment of boundaries.

6th The huts on the Sea Coast have been valued by the Commission D F and numbered forming enclosure 4/5/6/7/8/9 these may be dealt with in a manner similar to that before referred to be excepted, an item for compensation May be included in the Reports and Estimate for the same, and the resumption of the required as in Stone Cutters Island in this case notice should be given of the several amounts to be paid for each hut, and that they be removed by a certain day, and on
