In the event of a purchase by the Government being decided upon these Tickets to be presented at the Surveyor General's Office here when Compensation limits to those used for Stone Cutters' Island be issued, and the amount made payable at the Treasury thereof. After notice given no New Crops to be sown; by this arrangement the complicated question of compensation for them will be avoided.
Similar arrangements to the above as regards Sands to be leased must be made in regard to Registry and endorsement of Tickets, when this is effected a qualified Officer from my Department may then be deputed to verify the several boundaries, and as near as possible define them on the enlarged plan; but when this is impossible, (as it will be in numerous Cases), an Arbitrary line must be drawn, and necessary in one or more owners made to join "Tenants in common" a Subdivision of the Sand may then be made in some intelligible manner and the Registry of the Land, Sales, Mortgages, or alienations made as in Victoria. A clause in the Lease ought to declare that all present "rights of way" are to be maintained as heretofore. I may note that a rental must be determined upon here and this I do not think should be less than $1
