Hong Kong, March 11th, 1862.

We have to report to you, for the information of His Excellency The Governor, that the outlay on the Public Garden will much exceed the estimated cost.

The rugged nature of the ground and the necessity of much blasting to remove large boulders have entailed heavier expenses than were anticipated.
