The Salary attached to the office of Clerk in the Registrar General's Office is $1,200, and is borne on the Civil List, ₤250 as shown by the enclosed statement of Particulars of office, and I have to observe that appointments of this nature have been usually filled by persons selected by the Governor.
Art: 92 of Colonial Regulations, owing to the peculiar circumstances of Hong Kong I have been unable in these appointments to comply with the rule of the service which prescribes half Salary pending the approval of the Secretary of State.
