the additional debarred from all private practice should be allowed to count five towards a pension authorized years by the Pension Minute for professional Services in the cases of the Judge of the Court of Summary Jurisdiction and the Colonial Chaplain, and His Excellency will make a recommendation to this effect to The Secretary of State.
His Excellency cannot sanction any private practice in Mr. Wilson's case. Mr. Wilson is succeeding to the temporary charge of the department after only a few months service in the Colony and he has necessarily much to learn. His Excellency will be greatly disappointed if under these circumstances he confines his labours to office hours. If he do so His Excellency is convinced the Department will break down, and Mr. Wilson must clearly understand that his temporary appointment as acting Surveyor General is experimental and that if it should not be found to answer some other arrangement will have to be made.
As regards your request for a boat for the Service of your Department His Excellency does not see that a boat is required, at all events immediately a separate small staff will be appointed for Kowloon and the Works at Stone Cutters Island
