small. Supplementary Staff will be necessary for Kowloon when works of any magnitude are undertaken for that District.

As regards Mr Storey's application for an increase of Salary His Excellency regrets that he cannot entertain it. The office of Assistant Clerk has been borne on the Estimates for many years at $960 per annum. Mr Storey has only filled the appointment for a few months and is merely performing the same duties as his predecessor.

His Excellency sees no reason, therefore, for altering the standing of the Office. If Mr Storey is well qualified for a higher post His Excellency will be glad to consider his claims for promotion on the first suitable opportunity; but there is no reason for permanently altering the Salary of the Assistant Clerkship.

For salaries are rarely reduced, and were Mr Storey promoted he would be succeeded by some one for whom the present Salary would be ample remuneration.
