Before commencing I work at Kowloon, a Resident Engineer should be appointed, and a Clerk of Works is required at Stone Cutters Island. He might perhaps be under the immediate orders of the Resident Engineer at Kowloon, under instructions from the Surveyor General.

With these arrangements the work of the Surveyor General's Office may be carried on rapidly and with economy, rather than when the details of work have to be left, in consequence of the smallness of the Department, almost entirely without proper supervision.
