I am convinced that, not only will Mr Wilson experience great difficulty in working it even with the assistance he might have with Nos Storey as an assistant and Mr Drestage as Overseer of Works,

but I question if he can possibly execute the various services required of him without a large and adequately trained staff,

so as to enable him to do justice to himself or to me, in carrying out unfinished plans, and give satisfaction to the Government at the same time. The work of the Department has been rapidly increasing year by year as I had the honour of explaining in my letter No. 27 of the 5th July 1862 when applying for more permanent assistance, and indeed I see no prospect now of diminution of that work, but rather an increase of it.

The Public Works are now spread over a considerable area in Hong Kong and their maintenance in an effective state is...
