supplies from this Colony in evasion of Her Majesty's rules as laid down in the Letter of Lord Russell.
His Grace The Colonial Secretary in his Dispatch No 108 of the 16th August 18ts directed that any local Laws should be put in force to prevent such supplies. I was of opinion that there was no local Law adapted to meet the case.
A subsequent case arose in the "Wyoming" which again evaded or nearly evaded Her Majesty's regulations. It was therefore determined, in obedience to instructions from His Grace, that an Ordinance to meet the special requirements of this Colony should be prepared.
This present Ordinance was therefore prepared and passed. Its peculiar enactments are rendered necessary by the ease with which Her Majesty's regulations can be evaded in this Colony, which is in such close proximity to Chinese territory.
