Her Majesty's Secretary of State for the Colonies has directed me to transmit to you for the consideration of the Lords Commissioners of the Treasury, the accompanying copy of a despatch, with its enclosures, from the Governor of Hong Kong, in which despatch is forwarded for Her Majesty's approval the "Hongkong Ordinance No. 3 of 1864" to authorize the appropriation of a "Supplementary Sum not exceeding One hundred and fifty-two thousand dollars to defray the Charges of the Year 1863".
