With regard to the circumstances under which Thompson was detained in Baol and afterwards sent home as a lunatic, and trust that the present application when forwarded may have the effect of procuring his liberation in England.

I take the liberty of referring to my last letter of the 18th September containing my report on his case and in which testimony is evinced by my desire to place him (if released) in command of another vessel.

That in the month of August, your memorialists made application to the Officer Administering the Government in Hong Kong (a copy of which memorial they have the honor of enclosing) to have the case of Captain Thompson of the British Lorcha "Centaur", taken into consideration by the Executive Council, with a view to obtaining his release; but no steps had been taken to deal with his case.
