consideration found the choice lay between the following four sites.
1. Jeb Kowloon.
2. A site at the Westward of the City of Victoria, about one mile and three quarters from the Post Office, recently surrendered by the Military.
3. A site in the Happy Valley to the Eastward of Victoria, about one Mile and a quarter from the Post Office, and some little distance inland from the sea.
4. Causeway Bay - a little further to the Eastward than 3., a site which would require to be reclaimed from the Sea.
