this Port, the officer Administering the Government was instructed in reply that Her Majesty's Government were of opinion that he should put in force any local Ordinance which would prevent supplies being taken to Belligerent Vessels when in the position of the Wyoming on the occasion referred to other than such supplies as were within the limits of the permission accorded by the Proclamation of Neutrality; and Her Majesty's Government was further of opinion that if it should be found that existing local Ordinances were insufficient, it would be expedient that others should be passed to effect this Object.
