His Excellency considers that courtesies required that the arrival of the Wyoming in our waters should have been intimated to the Government of the Colony by either yourself or the Commander, to both of whom copies of the Government Proclamation of 26th March 1862 had been supplied on former occasions.
His Excellency is further of opinion that the Wyoming was supplied with coal by means of cargo boats from this Port;
3rdly That no communication of any sort with reference to the arrival or departure or continuance of the Wyoming within these waters beyond the terms permitted by Her Majesty's Instructions was made to this Government, either by the Consul or the officer commanding the vessel.
It was not in accordance with the rules prescribed by Her Majesty for the maintenance of neutrality to depart and put to sea within 24 hours after her entrance into the waters of this Colony, an application should have been made to this Government for permission to remain, stating the nature and extent of the supplies and repair, if any, which were required, and, if the supplies included...
