-position taken by the "Wyoming" either recently in April last; therefore I conceive that it will be proper in obedience to the instructions of the Secretary of State for the Colonies to pass an Ordinance for the purpose of declaring it a misdemeanor, punishable by imprisonment for such time, or by a fine to such amount as may be fixed, or both by imprisonment and fine, and by forfeiture of the vessel used in the Harbour, for any person who shall carry supplies from this Colony to a vessel belonging to a Belligerent power lying within ... miles from this Harbour, or permit such vessel to take supplies within the Colony without a permit from this Government, and I shall without loss of time submit the draft of such an Ordinance.
