I have perused the correspondence between this Government and the Secretary of State for the Colonies.
I have carefully considered the copy extract from How Grace's Despatch. No. 108 of 16th August 1863 before me upon the subject in which he states it to be the opinion of Her Majesty's Government that your Excellency should put in force any local Ordinance "which would prevent supplies being taken from Hongkong to Belligerent Vessels anchored in the position of the Wyoming in April last other than such "supplies as are within the limits of permission accorded by Her "Majesty's Proclamation", meaning, I presume, the limits accorded in the Letter of Earl Russell to His Grace The Colonial Secretary dated 31st January 1862 and embodied in His Excellency's Proclamation which appeared in the Hongkong Gazette of the 20th March 1862.
