Extract from Despatch of His Grace The Duke of Newcastle, 16th August, 1865

But Your Majesty's Government is of opinion that you should put in force any local Ordinance such as that to which you refer, which would prevent supplies being taken from Hongkong to Belligerent Vessels, anchored in the position of the Wyoming, other than such supplies as are within the limits of the permission accorded by Her Majesty's Proclamation.
