2nd February 1864. You are requested to inform the Honorable W. J. Mercer, Esquire, Colonial Secretary.

I think it right to report to you that this morning a partner in the firm of Messrs. Olyphant & Co appeared before me and preferred a charge against a Coolie for stealing a bolt of metal from on board the American Ship of War "Wyoming".

Mr. Neilson stated that Coolies had been employed in large numbers to work on the "Wyoming".

Sir Hercules Robinson, The Duke of Newcastle received a letter from Sir Percules Robinson regarding certain recent proceedings of the Federal Authorities in connection with the Waters of Hongkong.

The Commander of the Wyoming having met the mail steamer, stated that the U.S. Authorities contained in the lake were of little use.
