The reply from the Consul forms enclosure N.6. He acknowledges (assuming the facts stated by me to be correct) the irregularity of the "Wyoming's" proceedings which he considers must have arisen from the belief of the Commander of the vessel that he had anchored outside the waters of the Colony, and states that he has information in relation to any peculiar circumstances attending the visit of the "Wyoming" to this neighbourhood in the mouth of April last year.

In acknowledging this letter with satisfaction and expressing the satisfaction which I had learned that the non-observance by the Commander of the "Wyoming" of the Proclamation of neutrality was attributable to misapprehension on the part of that officer, I explained to the Consul the views of Her Majesty's Government with respect to the strict maintenance of neutrality and the circumstances which had rendered legislation necessary, and expressed my belief that, from the tenor of his letter just received, he would be disposed, without waiting for the enactment of the proposed Ordinance,
