With reference to your letter dated the 2nd October last sanctioning the reimbursement to Sir Hercules Robinson of such expenses as he might incur at Singapore while enquiring into the financial condition of the Straits Settlements,
I am directed by Mr Sec: Cardwell to transmit to you to be laid before the Lords Commissioners of the Treasury the accompanying statement on the subject from the Governor of Hongkong.
