am in the first place to inform you

that the Lords Commissioners

of the Treasury have sanctioned the payment to you from Imperial

Funds of the expenses you may

incur

in visiting the Straits Settlements and will also be prepared to

reimburse you for any

loss you may incur from any prolonged absence from Hong Kong on half salary.
