In such Courts and imprisoned in Hongkong shall receive formal pardon from the Governor of the Colony, your request or sanction having been previously made or received that the Governor of the Colony shall have no concerns with such offenders imprisoned elsewhere than in the gaols of the Colony the power to pardon such offenders being rested only in your Excellency, and that the Governor of the Colony shall have sole power in this respect over all Convicts sentenced by the Supreme Court of Hongkong, without regard to the venue committed.

In all cases where a representation from this Government to your Excellency is rendered necessary the opinion of the Attorney General as requested shall be furnished for Your Excellency's information.
