I have the honor to enclose to Your Excellency copy of a despatch received from the Duke of Newcastle, dated 17 October, 1863.
Draft enclosed Despatch (Separate, entrusted to me by His Excellency).
I am informed that a similar Authority is vested in me with reference to the power of pardoning prisoners convicted in H. M. Consular Courts in China.
You Excellency is, I presume, aware that such criminals are to undergo punishment within the limits.
