I agree with Mor Cleverly in recommending the North Barracks, as I see no other ground available within the limits of Victoria, and to go outside the limits would entail more risk than it would be advisable to incur.
4. I am the more inclined to recommend this site, gathering from reference to Your Grace's Despatch Nr 94 of 18th July last that the troops will before long be removed from Hongkong to Kowloon, in which case I am justified, I hope, in assuming that the ground held by the War Department will necessarily revert to the Colony, as in the case of the Naval ground which has at various times been held and relinquished by the Naval Authorities.
5. I consider the Plaza grounds (the only place for the ordinary recreation of the residents of Victoria) quite out of the question, and Major Cleverly's measurements dispose of the other sites put forward.
