It is but just to myself and Department that Forward should make these few serious remarks even in a few illustrations strictly confined to an estimate or detail of services to be performed for the surface repair of a sheet, it gives however but a view of the insufficient staff with which I am provided, and the impossibility of carrying out this estimate effectively so necessitating me with the means promised.
