The services proposed this year comprise those for the discharge of the rain fall over areas now partially improved and ready for building operations, or on the lines of the several streets now laid out and formed and brought to the intended levels in accordance with the general design for surface drainage. Much discussion has taken place with respect to the drainage and sewerage arrangements for this city between the Commissioners. It is unnecessary to enter into detailed explanations of the various views, as this is brought forward in a Report and Estimate in support of a charge for a vote on account of services similar to those previously sanctioned (84-85) which cannot be delayed.

The suggestions of the Committee I shall be most happy to carry out where practicable. I shall, however, briefly remark that there are local difficulties in connexion with drainage works.
