This raises a it, and in what form the Criminal legislation of the Imperial Parliament should be adopted in this Colony. As to this question it seems to me to be probable that some

general course will have been recognised

as best by the Colonial Office and that information on this

point should be obtained from that Office as a preliminary to any step being taken to enact either the existing

or

future Criminal law of England.

The extract from the Letter of

His Grace the Colonial Secretary

of 2 June 1858 and the

Letter of Sir F Rogers which was enclosed appear to me to take objection to Ordinances which embody and enact Imperial Acts by reference, whilst to re-enact the new

legislation

at home as to ones would

fill

an ordinary yearly volume

of the Hongkong Gazette at

a very large expense.

Moreover I think that the

New Imperial Criminal Acts have not been tested by English
