it's coming into operation in England. I am not aware whether provision similar to this is generally adopted in colonial Legislation, but was a section ejusdem generis with what I am suggesting introduced by the late Sir William Stevenson, before my arrival at Hongkong, into one of the Ordinances of that Colony, and during the time that I acted as Attorney General there, I never knew it fail of its object. I could enlarge upon the advantages of such a provision, but I defer my observations until I have the honor of a personal interview with His Excellency.
