I am inclined (the inference being so clearly justified in view of his statements to the contrary) to rescind the deduction from Salary - $433.
I would regret whether it might be deemed legitimate to inform the Agents that the Salary is to be refunded from the date of his departure.
At the same time, he will be inconvenienced by such departure for Regulations.
Moreover, he is obliged to take the long route and it should also be in accordance with Regulations to refuse.
The importance he also attributed to taking her passage out.
If the outland cost (including his Death's extension) is to be refunded by Agents, it may be one-third off her passage home.
I do not think it desirable that officers should be encouraged to contravene the instructions or rules.
The Governor, Sir E. Rogers, has only to pass service here and had his full leave of absence, 12 months.
He asked for 20 months half Salary, 3 more months which he was likely to have.
Cannot afford to do this.
