I have to call your attention to my despatch No 16 of the 6th of February last, reporting that I had granted to Mr J. Thornton ... of the Harbor Master's Department, Hong Kong, an extra extension of six months to his leave of absence.
From the enclosed copy of a letter addressed to me by Mr Thornton, it would appear that his pay stopped in Hong Kong at the termination of the leave originally granted to him by you.
