I propose ensuring that the site be given to the Colony upon the clear understanding that if it be hereafter determined to erect a battery upon it, it shall be redeemed at the expense of the Colony and handed over to the Imperial Government within three months from the date of application.

The Crown leases contain a clause enabling the Government to resume possession of land, if necessary for Government purposes, upon payment of reasonable compensation to the Tenant; and it would be worthwhile for the Colony to take the wish in this instance with this slight modification.
