I have to acknowledge the receipt of your letter of the 8th instant, transmitting, for my observations, a copy of a Circular Despatch from Major General Rogers to the Governors of Colonies on the mode of communication with the Senior Officer of Her Majesty's Navy Commanding on the Station, and with the Commanders of Foreign Vessels of War in Colonial Matters, together with a copy of a Dispatch from Mr Mercer in answer to their circular.
