Course of conversation Mr Ja Silva's claims to

increase of salary, but I think I pointed out that length of service
of service and
constituted fair grounds for promoting Mr. Da Silva, on

him some
Special allowance, but
not for permanently
increasing
the salary of

I am not disposed,
therefore, without further consideration to recommend
an alteration of the Civil List,
but
as
Mr. Da Silva is
a Meritorious Officer who might fairly aspire to promotion to a first Clerkship in another department, and as his removal from the Audit Office after his special training
there would be inconvenient, I do not think he ought
to suffer and should be allowed by being
retained
in his present post, and I ask for advice that a special
allowance
of £100 per
be granted annually for him
