Another side to his arguments, and this must weaken any faith to be reposed in his judgment. But I cannot find anything impertinent; it may be provoking if a man should have too good an opinion of himself, but he should not on that account be treated as if he improperly expressed a bad opinion of others. It appears to me of some importance to every Department of Govt that when a subordinate Officer is called upon to report, he should not be treated as insolent because he differs in opinion from the Governor of a Colony, or from any authority whatever - His sole duty is to say honestly what he thinks.

P.S. In transmitting the papers to the War Office, I should be disposed to deal with reference to the remarks "which are made in some of these papers in the style of Dr Hume's letter" - the love of it shows too great a confidence in the writer's own opinions, and a "want of perception of the arguments that may be urged on the other side", but although this quality may weaken the faith to be reposed in the writer's judgment, the Duke of Newcastle states that he sees nothing disrespectful in the language, and therefore nothing which deserves rebuke. It appears to his Grace very important that when a subordinate Officer is called upon to report his opinions on a public question, he should be under no apprehension of being treated as disrespectful merely because he differs in opinion from Authorities, provided that such difference is not expressed in disrespectful terms.
