Each new General and Military officer appears to think it incumbent on him to state at length his particular ideas and suggestions. Proposals are alike; and from time to time precisely voluminous correspondence is created which, instead of facilitating the ultimate settlement, only makes it more difficult.
I would therefore urge a prompt decision upon the points in dispute; and would suggest that the question be settled by a Despatch specifying the exact site and extent of each reserve required for Barracks and Batteries; as it is really difficult to recollect amidst such a mass of proposals and recommendations what is being discussed.
