for Villas, no single plot of land in the whole of Victoria is now for sale by Government, or capable of being built upon. Some portion of the Military Cantonment may at some time be available for Villa Residences only.

"Some sales of Land appear to be contemplated and this may account for the estimated sum of £15,000.

Whether or no there have been or will be sales in 1863, there is no half-yearly return of sales at the disposal of the Government. The abutting sites on Queens Road, would be of considerable value and advantage to the Colony, the present break caused by the Barracks and other Military and Naval Buildings, interfering materially with the proper continuity which is so indispensable.

There is nothing to show in the Return of Sales for January 1863 having been received, but if Estimates are to be considered of any value, there is no good reason for calculations upon the £15,000 as the amount of probable Revenue for 1863. And it may also be remarked that loss of revenue from sales was not limited to the Hill Land in sight of here - but that as regarded commercial Cities...
