But the fact of a falling off in Land Revenue does exist. We state as a fact that the general financial position of Hongkong is, and is likely to be, highly prosperous, and it is impossible to arrive at that conclusion when it is remembered that in 1862 the Actual Revenue was £41,000 above the Estimated amount for that year, and that in 1863 the Estimated Revenue is at least £27,000 above the amount for 1862 notwithstanding the large Surplus Revenue which has been available.
