of Public Works because although there is no better way of disposing of Surplus Works than Public Utility, the necessity of that operation in a great year expenditure is generally stipulated. Inflating quickly beyond the amount available for that purpose.

Had the amount of Surplus been available, I am also to remark that it is some measure against the liabilities on Assets over the 31 Dec. that the balance was £98,549, and that even after the large Expenditure for 1863, (supposing the Estimate to be correct) the assets will be on the 31 Dec. next about £90,000.
