I have carefully gone over public works. I have shown also that the sum in hand is already fully appropriated for actual present financial position of the Colony. I have observed it's prospects for May and conjectured from existing facts, and have shown that the revenue is barely equal to the ordinary Expenditure and the maintenance in repair of the existing undertakings.
