Andamans of some of the Coughing Convicts I was led to believe that the Indian Government had plenty of space prison accommodation in the Andamans, and that the labour of a Chinese Convict was almost equal to the cost of his keep, and that the cost of transport would have been the chief expense which would fall on the Hong Kong Government. But it now appears that in addition to the expense of transport, the cost of barracks, hospital and a sailing boat, about £50 for a new rowing boat as well as provisions for each convict would have to be borne by the Colony; and I consider under these circumstances that the convicts can be dispensed with at less delay, and at considerably less expense.
