The subject is a difficult & complicated one to deal with; and the draft ordinance which has been drawn up is so imperfect that it will, I think, have to be entirely rearranged.

Mr. Bombye considers him exceptionally fitted to undertake this work, having given to the subject of Bankruptcy much time and attention.

He was employed by Sir Fitzroy Kelly in 1858/1889 to draft the English Bankruptcy Bill for which he received from the Treasury £250 Guineas.
