the cost of closing such

ground were subscribed,

I think the Government might

then either establish a small consecrated burial ground under

Similar regulations and charges The present Protestant

Cemetery

or else a grant might be sold on

terms to be granted to Trustees

as

suggested by His Grace,

the Duke of Northumberland

in Your Despatch. But I may

observe that in

a

Colony

fluctuating when the

foreign residents are

constantly changing, and

rarely either from

inclination or interest in

public matters, business of

this description is best

attended to when entrusted

in the hands of the local Government.

With reference to the

suggestion

as to any particular locality which in my opinion

would be best suited for a new Cemetery I would point out that the ground in

Hongkong is

either rocky,

or so steep

or so swampy,

that I imagine great difficulty

would be experienced in

finding anywhere

a tolerably level

situation, with

a sufficient depth of soil,

fitted for such a general Naval Military

Civil Cemetery
