In the early days of the Colony, there were no public burials, but for the use of Foreigners, many Cemeteries have already been Established.

There is an old burial ground in the City of Victoria which was originally on the outskirts of the Colony, but this Cemetery has been forbidden for new burials. There is also a Protestant Cemetery in Wong Nei Chung Valley which is enclosed and laid out, and in which a small Chapel has recently been built. This Cemetery belongs to the Colonial Government and is under the control of the Surveyor General's Department. Regulations have been framed for the management of it, and fees are charged on burials and for Monuments; but whether under Legislative Authority, or simply by order of the government, I am not sure how to collect.

There are also separate enclosed burial grounds for Roman Catholics, Jews, Parsees, and Mahometans. In respect to these, as far as I can remember, the Government exercises no direct control; but whether they belong to private individuals, or have been granted or sold...
