strong conviction,-
a conviction which is

subject,–that the site selected
by the Military is not by
any
means
the
most
suited for the varied requirements
of a Cantonment, while the
reservation
of
it for that
purpose will seriously interfere
with the commercial development
of
the Colony
within a few years to prove
what the Military Authorities
in this Colony
have shown
in this matter the same
want of judgment
and
foresight
as was manifested in
the selection of the present Cantonment in Henghing,
in the establishment of Cumface, barracks
Napier's Ramp
errors to which I have before called attention in my
Despatches.
But I can
nevertheless hardly understand that his Excellency may
not be right (as the Military Authorities after all the discussion that has taken place still persist in the opinion that the site selected, gives them alone fulfils the
necessary sanitary
conditions,
