From the Acting Secretary's letter 9: 1320 dated 31st October last - it appears that in my original letter to that Gentleman 4: 55 of the 15th October - the negative "not" was inadvertently left out in the first Paragraph of that Document: "Did not emanate." The correct reading evidently is "did emanate" being the error; the context of the sentence clearly defines that a negative clause was to be attached to it.

In explanation of the omission of a negative in my letter 4:55 of the 13th of October I have to state that the pressure of Official Matters has been so great upon my Department of late that few letters leave this Office that are not in my own hand-writing, - a plan I have been compelled to adopt to save time and Clerical labour. But as the Clerks in my Office are Portuguese very imperfectly acquainted with our Language it has happened that where otherwise in transcribing my letters into the Letter Book omissions or errors would be observed and my attention drawn to their correction by English Amanuenses they escape detection, as in the present instance, when detected by Portuguese Clerks.

In my letter of the 30th ultimo addressed to the Chief Secretary and transmitted through His Excellency Mr. Governor, I requested you as Under Secretary to forward a copy of the XIX. Clause of the Police and Lighting Ordinance 4.5 of 1865.
