Letters in the Secretariat have come to hand regarding an enquiry into the selling of certain items by the authorities. It is suggested that a confluent enquiry could hit upon more substantial issues if warranted.
The 1st enclosure is a copy of a proclamation by the authorities in Hong Kong and a Common Proclamation stating that the representatives in Shanghai be allowed to handle supplies and remit funds for exportation of opium. It is requested that they be authorized on behalf of the Internal Authorities.
The 2nd enclosure is a copy of a letter addressed by Mr. Consul Bradford to Mr. Barrett and other officials regarding the landing of arms in Hong Kong and their appeal for exemption from seizure.
I shall see how the matter stands with regard to interfering with letters out of Chemulpo (likely referring to a location, possibly a typo or OCR error for a place like "Jemulpo," an old name for Incheon, Korea) and Shanghai, and whether Barrett might safely interfere.
There is a mention of a communication in large quantities regarding applications to the Press for remittances to effect certain actions, and the efforts of the Internal Authorities to deal with such matters.
